Foreign customers not welcome at some restaurants 外国人客を歓迎しないレストラン

I like Japanese food and often go to Izakaya (Japanese pub restaurants) with my work mates.
私は日本食が大好きで、居酒屋には日本人の同僚とよく行きます。
As Japanese food is provided at reasonable prices at Izakaya,
居酒屋は日本料理を安く食べられるので、
I always take my friends from overseas whenever they come to Japan.
外国の友達が日本に来たときには必ず連れて行きま す。
That no English menu is provided is only my complaint.
ただ。英語のメニューがないのが不満です。
I have been in Japan for three years so I can order using a Japanese menu

but my foreign friends can't and are often embarrassed.

It is strange that there are few restaurants that have English menus in spite of the fact that foreign residents and tourists are on the increase.
在日外国人、観光客も増えているのに英文のメニューがないレストランが多いのは驚きです。
More foreigners will happily use Japanese restaurants if English menus are available.
あれば外国人のお客に喜ばれるし、外国人客がたくさん 増えるはずです。
Several months ago
それで、数ヶ月前に
I advised the manager of my favorite restaurant to prepare an English menu.
私はお気に入りの居酒屋の店長に英文のメニューを作るようにアドバイスしました。
After that I went to the Izakaya many times,
その後、何度もその居酒屋に行きましたが、
but the English menu had not been prepared.
英文メニューはいつになっても用意されていませんでした。
When I asked the manager about the reason

he said, "We are a chain restaurant and so we can not prepare it alone.

I asked our headquarters, but they have decided not to make one."

I asked, "Why?"

彼は気まずそうに「正直いうと、外国人は歓迎されていないんですよ」と言いました。
I was stunned, but he continued,

"Foreign customers tend to order only a little and stay a long time."

In short, they think foreigners are not good customers.

As I have been this restaurant for a long time,

I was shocked to know that I have not been so welcome.
歓迎されていなかったのだと知ってショックを受けました。
Whenever I enter the restaurant,
私がお店に入ると、
the waitress welcomes me with a smile.
店員はいつもニコニコしていたましたが、
Is this smile just an act based on their manual?
